EDP - Theme 1 - Transitioning into the ED role

Users who are enrolled onto theme 1 only will be supplied with a group key to access this theme alone.
Users enrolled onto all themes in EDP must use the enrolement key to theme 2 first. This will then grant access to all themes automatically.
